Lowell received his Bachelor of Arts from Middlebury College with a focus in Pre-law and Environmental Studies and a minor in European History. Upon completing undergrad, Lowell attended Lewis and Clark Law School in Portland, Oregon where he received his Juris Doctor.

During law school, Lowell worked at organizations that specialized in criminal defense and civil liberties, including the American Civil Liberties Union of Oregon and Metropolitan Public Defenders in Portland. Lowell worked as a law clerk for the Honorable Socrates Manoukian at the Santa Clara County Superior Court in San Jose, California. Clerkship duties for Judge Manoukian involved research, drafting memorandums and other legal documents and assisting with the management of a large docket of foreclosure and civil harassment restraining order cases.

Following law school, Lowell returned to Greenville and began working for Gate Industries in 2015. As Project Manager and Legal Compliance at Gate Industries, Lowell assembles USCIS EB-5 applications and coordinates with clients, consultants, corporate legal counsel and immigration attorneys. Lowell oversees communications with foreign migration brokers and foreign investors to facilitate the progress of each project. Lowell is also able to apply his legal expertise reviewing the extensive array of legal documents and business plans that Gate Industries prepares and files as part of the EB-5 visa application process.
